The Global Prison Crisis
11 million people are in prison right now. The number is still growing.
Eleven million is the published floor. UNODC counts 11.6 million at the end of 2024, down 1% on the year and up 4.9% on the decade.

- 11.6 million — people in prison at the end of 2024. The 11 million line is the published floor. Source: UNODC.
- −1% — change from 2023 to 2024. The decade is up 4.9%. The latest year is not. Source: UNODC.
- 143 per 100,000 — world imprisonment rate in 2024. Source: UNODC.
What the data shows
A common claim is that 11 million people are in prison right now, and that the number is still growing. The fact is that 11 million is the published floor, and the latest year fell. The World Prison Brief’s 2024 list put published national figures at about 11 million, and said the true total may exceed 11.5 million. China pre-trial detention is incomplete. North Korea, Eritrea, and Somalia are missing. UNODC, using that brief plus the UN crime survey, estimates 11.6 million people in prison at the end of 2024.
Growth depends on the window. UNODC says the 2024 total was 4.9% higher than a decade earlier, and 1% lower than 2023. The count fell in the pandemic, then rose, then dipped. Since 2000 the World Prison Brief counts a 27% rise in prisoners, against a 31% rise in world population. The rate is not outrunning population. It was 143 prisoners per 100,000 people in 2024, down from 150 in 2019, after a pandemic drop to 139.
The stock is uneven. In the April 2024 brief, Asia held 4.3 million, the Americas 3.7 million, Europe 1.5 million, and Africa 1.4 million. Europe’s prison population fell about 26% since 2000. The Americas rose about 39%, and South America about 224%. The United States has the largest reported population, about 1.8 million. China reports about 1.69 million, plus an unknown pre-trial number. Brazil is next, above 800,000. The highest rate is El Salvador, above 1,600 per 100,000 in early 2026 compilations. The US rate is about 530.
These are published regional totals. They do not include the missing China pre-trial and North Korea figures inside the 11.5 million estimate.

|---|---|---|
| UNODC, end of 2024 | 11.6 million | Estimate. Down 1% from 2023 |
| World Prison Brief, 2024 | about 11 million | Published figures. True total may exceed 11.5 million |

How it was measured
The World Prison Brief compiles national prison administrations. A missing country is not a zero. UNODC builds its 11.6 million from the UN crime survey, the brief, and national sources reviewed by member states. Pre-trial detainees are in some national totals and missing in others. China’s published 1.69 million does not include an unknown pre-trial count.
A rate is prisoners divided by population, times 100,000. A country can have a small prison population and a high rate. El Salvador is the rate extreme. The United States is the count extreme. Europe’s fall since 2000 is mostly Russia and eastern Europe. Without Russia, Europe’s prison population rose.
What it means
It is settled that the published floor is about 11 million, that UNODC’s end-2024 estimate is 11.6 million, and that the latest year fell 1%. It is not settled that the number is still growing, or that 11 million is the full count. Use 11.6 million for the end of 2024. Use −1% for the latest year. Use +4.9% only for the decade. Do not use 11 million as a complete census.
Common misreadings
- Eleven million is a published floor. The UNODC estimate is 11.6 million, and the true total may be higher.
- The decade rose. The latest year did not. 2024 was 1% below 2023.
- The largest prison population is not the highest rate. The United States leads the count. El Salvador leads the rate.
Where the numbers come from
How we built this
- Dataset: UNODC Prison Matters 2026; World Prison Brief population list, April 2024 regional totals.
- Scope: People in prison, including pre-trial where national totals include them. Community sentences excluded. Missing countries are not treated as zero.
- Figures: 11.6 million is the end-2024 estimate. −1% is the year change. +4.9% is the decade. The 11 million line is the published floor.
